Fixed issue where optimal trajectory parameters would also attempt to make corresponding phase parameter a design variable. (#938)

* Fix for optimal trajectory parameters

* test_load_case_missing_phase was broken by the new traj parameter validation

* Fixes for balanced field length test and commented out a single failing GUI test after changes to the problem in that script.
