taskrunner .github: fix test coverage workflow

Since we manage the vendor code inside the repository, there is no
need to run `go get` before running the tests.

Moreover, version conflicts occur while go-get-ing `goveralls`. To
avoid this, run the test step first and then install `goveralls`.

Pull Request Pull Request #58: taskrunner: upgrade required go version to 1.17
