Add fallback protection to Pixie cell clustering (#999)

* Add fallback protection to recover cell cluster data, including overwrite functionality for SOM assignment and consensus clustering

* Add tests to ensure overwrite flag works properly

* Ensure pixel_meta_cluster gets re-merged in meta clustering on overwrite

* Add tests for proper meta cluster column merging

* Change pd to feather when loading

* Remove extraneous comment

* Move final save to right after the remapping process

* Push saving to before the generation of average files

* Remove extraneous cell clustering save test

* Remove full cell clustering save at the end
