Rename top-level module to `circuit_knitting` (#244)

* Rename package to `circuit_knitting`

and also:
- `entanglement_forging` -> `forging`
- `circuit_cutting` -> `cutting`

* Update import locations in tests and notebooks

* Add release note

* Release note is a deprecation, not an upgrade note
