[INTERNAL] middleware/testRunner: Re-add loading of shims for IE11 support

The testRunner implementation in latest UI5 releases does not support
IE11 anymore.

Since UI5 Tooling strives to still support releases like 1.84 for the
time being, revert those particular changes to restore IE11 support.
