add storage options & environment configurations (#511)

* allow providing values in mapchete configuration from environmental variables (e.g. `key: ${SOME_ENV_VAR}`)
* enable setting individual storage options for `fsspec` and other I/O modules (`rasterio`, `fiona`, ...) for each input and output
* introduce `mapchete.path` module including `MPath` class based on `os.PathLike`
* use `MPath` for all internal path representations
* introduce `mapchete.io.settings` module
* require and run `docker-compose` before tests to provide S3 and HTTP endpoints
