rm NewLambdaFactoryFunc, restore send_test case

I decided to get rid of the extra indirection of NewEListManFunc and
NewLambdaFactoryFunc. I also decided it was worth having
NewEListManLambda return its error instead of panicking, and having
send.sendMessage return it via `elistman send`. Returning a plain error
message is probably better than a panic stack trace. This required
restoring the TestSend/FailsIfCreatingLambdaFails test case.
