adds the option of including a Type Ia supernova spectrum in the BGS, ELG, and LRG spectra (#102)

* started code to add sne ia

* add SNeIa to ELGs

* add (optinoal) SNeIa spectra to LRGs and BGS

* update travis_env_common.sh to use desisim-testdata tag 0.2.1

* add tests for add_SNeIa option in ELG, LRG, and BGS templates

* add a unit test for the BGS Hbeta flux

* flag and set undefined photometry (flux==0) to 99

* debugging the test_sne function

* move template data files to within the package

* update templates.py

* fix travis_env_common.sh script

* one more tweak of test_templates

* fixed bug in test_templates -- no color cuts!
