Feature: Interactive Graph Editor (#555)

This PR represents a set of PRs that return the editing features for the
`interactive-graph` widget. These were accidentally deleted in
Khan/webapp#3144 as the editing features were embedded in the widget,
not the widget editor.

I've brought back everything that was deleted, but placed it in the
`interactive-graph` editor component so that we don't do this again.
