Commit Message

Refactor to avoid circular dependcies.

  - To allow hubuum.typing to be usable, consolidate the user and permission model packages into "iam".
  - Move cleanup code from teardown in attachment tests to `tox -e clean`, this prevents semi-random race condition errors when parallel testing.
  - Rename `operations*` to `namespace_operations* and move methods to the new iam package.
