fix: ignore exchangeCodeForSession when captcha is enabled (#1121)

Aims to address #1120 

How this was tested:

- Remote instance with Github OAuth. 

Enable captcha
1. Attempt to sign up w/o captcha token - this should fail
2. Attempt to sign in with Github OAuth w/o token - this should succeed
and session should be loaded
