Remove SNS setup, expand Receipt Rule Set setup

EListMan doesn't strictly require an SNS topic for unsubscribe
notifications; it receives those from SES directly. It also already sets
up its own SNS topic for delivery notifications. Hence, it seems
confusing to require creating an SNS topic during setup.

At the same time, it is good practice to set up notifications for
incoming `postmaster` and `abuse` emails. This hint now appears in the
"Configure AWS Simple Email Service (SES)" section, along with a hint to
use mbland/ses-forwarder.
