Form validation action (#921)

* Changes Made:
1. Modified validation_semantic field of FormValidationAction into StringField.
2. Modified the form_validation action.
3. Fixed the action_service tests.
4. Added validate_slot_value method in utils.

* Added test cases for validate slot value method in action test.

* Added test cases for the coverage.

* Added is_required flag in FormValidationAction data_object

* Removed is_valid_slot_value method and its usages.

* Modified form_validation and fixed test cases.

* changes to validate slot based on whether it is required to be filled or not and also whether the validation expression evaluated to True/False

* Removed unused import statement.

* Modified semantic expression in test cases and modified processor.

* Modified is_required related test cases in data_processor_test and services_test.
