Adding handling for blank latency field (#54)

Adds graceful handling for the case when the latency field of the results
page has no value. Adds unit tests to verify graceful handling of empty values
for latency, download throughput, and upload throughput.

Changes the error message for unexpected values slightly to make it clearer
in the case of blank field values.
