IGVF-648 Fix loss of function after 404 page (#171)

* Fall back to getting the logged-in user’s name from auth0 if we can’t retrieve /session-properties, which is the case on 404 pages.
* Try adding an API path to get the environment variables.
* Correst error in the last commit.
* Add new /data-provider endpoint to get accessible igvfd URL from environment variables. Still lots of debugging code for the demo.
* Use the session object to retrieve session-properties so we get the correct domain.
* Use the data provider URL for both getting the session as well as getting the session-properties.
* Clean up comments and console.logs. Add a semaphore to reduce the number of requests for /profiles on page reload. I’ll get that down to one request per reload in IGVF-340.
* Update Jest tests for the new FetchRequest method and new authentication function.
* Quick test to make sure useEffect on the 404 page has no access to environment variables.
* Use local, reloadable implementation of <Link>.
* Correct one import for the previous commit.
* Move linkReloadable function to its own lib file.
* Update tests.
* Revert the use of the LinkReloaded wrapper for most pages that would never get clicked directly from a 404 page.
* Revert use of GlobalContext from many Jest tests because I reverted the components they test from using the Link wrapper.
* Update comments.
* Fix comments.
* Fix problem with undefined URL with session object.
