tokenserver: Assign short unique IDs to CAs in the config.

Also implement fast GetCAByUniqueID function to resolve unique ID into a full
CA name.

Unique IDs will be put into the tokens generated based on certs belonging to
CAs. Using small integers instead of full names saves significant chunk of space
in tokens (~30 bytes).
