Workaround 'writing into region of size 0' gcc warning in suspend_handler

The gcc warning about __atomic_load_8 writing into a region of
size 0 is a bogus one.  Observed with gcc-12.2.0 on Debian/aarch64,
at least.

* pthread_stop_world.c [!NACL && !GC_OPENBSD_UTHREADS
&& GC_ENABLE_SUSPEND_THREAD && __GNUC__ && !__clang__]
(GC_suspend_handler_inner): If me is NULL then call ABORT() before
accessing stop_info.ext_suspend_cnt; add comment.
