Deprecate native_compiler methods

native_compiler.get_version() and native_compiler.get_gccxml_compiler()
were used to get the compiler which was used to compile the Python executable.
The get_gccxml_compiler() does not make sense anymore, as gccxml is slowly
being phased out.

These methods only work under windows with msvc. They are not tested by
the current tests. Also, their contribution to pygccxml are low as they are
currently only called once in a test that is not run...

I am aware that pyplusplus is using these methods (but only twice).
To reduce the maintenance burden on pygccxml, if somebody needs
these methods he will need to copy them from here and put them in his code.
