IGVF-478 Redo the Help page (#157)

* Update npm packages.
* Initial implementation. Still need to complete the styling.
* Update npm packages after rebasing on dev.
* Rename components for clarity and simplicity.
* Finish the social links.
* Change version number styling and dark-mode colors.
* Modify the page-link font size. Remove the banner images.
* Get rid of unused category styling. Add React keys to version number elements.
* Remove some now-unused variables.
* Set demo URL for igvfd to dev demo.
* Filter out deleted help pages.
* Remove all but `/help` parent pages from help page’s breadcrumbs. Non-help pages still show all parents and grandparents of a page in their breadcrumbs.
* Use CSS grid instead of flexbox to lay out the help page so that the last row doesn’t stretch across the entire width of the page. Allow four columns at 2xl window size.
* Update the new version-number components to pass the old version-number Cypress test.
* Remove four-column help page, as we might never have more than three.
* Unchain some Cypress typing commands based on Cypress ESLint. Modify the click to save the new-subpage page for better reliability.
* Fix the breadcrumb Jest tests for the new function name and /help special cases.
* Hide page ordering number in page titles and breadcrumbs. I now have to write Jest tests for all of lib/page.js.
* Display page titles without the ordering number. Use the ordering number to sort help categories by the ordering number, and pages without ordering numbers go at the end.
* Sort pages within a category by their ordering number.
* Get full Jest coverage on the page.js library. Still needs a lot of cleanup though.
* Fix rodent donor Jest test. The list-rendering code considered `lab` optional, but it’s required.
* Finish up Jest tests.
* Add Cypress tests for the help page. Add data-testid attributes to help-page elements.
* Add a help-page editor’s guide.
* Update comments before PR.
