Merge pull request #38 from jedi58/develop

Added routing and application control

Added `Application` object that will instantiate `ConfigManager` and `RoutingManager` to configure page responses [#21]
Added `ConfigManager` for returning objects used in configuring loading the application config
Added `RoutingManager` for configuring request/response routes [#20]
Added `FileHandler` for managing the loading of caching of file resources needed by the application [#37]
Added `config/routing/core.json` for configuring routes to be used by `Klein\Klein` [#20]
Added custom exceptions for route config handling and environment identification
Added the starts of Page and Account controllers for handling the rendering of default webpages
Updated `app_dev.php` to use the `Application` instantiation of `RoutingManager`
