Update for 2023: Fix GitHub CI breakage

* GitHub CI implements checkout and cache steps as versioned
  user-facing software, hence deprecation and upgrade churn for
  `actions/checkout@v2`. It's almost like Microsoft is intentionally
  creating unusable software for their competitors to use, to then
  sell you "AI" to get halfway back to normal levels of productivity.

* Fix bug in karma config that prevented `npm run test-browser-watch`
  from actually watching instead of doing a single run.
