Add the ability to schedule TaskCluster tasks (#465)

Up until now we could only schedule taskcluster graphs and we could not
schedule individual tasks.

As part of this change, we're also enforcing that we provide a set of
credentials if we're not going to run in dry run mode when instanciating
TaskClusterManager or TaskClusterBuildbotManager.

We've also renamed validate_graph() to validate_schema() in order to
make the functionality more generic.
