#2655 suppress tests when installing packages from notifications

- runs `cpan` with `-T`
- runs `cpanminus` with `--notests`
- use linked map for queue, because arguments order is important for `cpan`

Latter is pretty lame, because merging (`Foo::Bar`) with (`-T`, `Baz::Boo`) will produce incorrect (`Foo::Bar`, `-T`, `Baz::Boo`). We should make smarter stuff here, see #2657
