Commit Message

Remove cell_based_jobs flag and replace by more general purpose jobs.

Cell based jobs have little to do with the validation framework.
A job now consists of at least three iterables gpis, lons and lats.
This means that if we want to process cell wise we still can by just
grouping the grid by cells into these three iterables. This is what the
new get_processing_jobs does.
