Various changes towards the room logic
- add dependency for availability_adler
- add documentation to uninstall the Plugins ([MDL-55624](https://tracker.moodle.org/browse/MDL-56624))
- add table for rooms (section)
- add data generator for rooms
- add logic to check whether a room (section) is completed (section.php) + basic integration test
- Previous approach to mock static function calls had an unwanted side-effect: mocks are also active for all following tests -> reset them where they already caused problems
