Use consistent spacing for "Help and support" icon

The other icons are all 16x16, with a canvas size of 24x24. It'd
probably be safer if our icons did not include padding inside the
images themselves, but had that added through CSS, but that's a
larger refactor that would involve checking all our icons and their
uses.
