fastcgi: Poll the file descriptor before dispatching

Dispatch FastCGI in once the file descriptor is ready to receive data so
that it does not block a 'IOSchedulerJob' thread for nothing.

It also fix forking with FastCGI since otherwise, the server would start
dispatching in 'listen'.
