LogDog: accept out-of-order timestamps.

Currently, the archival algorithm will discard log entries whose
sequence information is valid but which have out-of-order timestamps.
Rather than discard otherwise-valid data, bump the timestamps of these
entries so that they are sequential and emit a warning log.
