Commit Message

token-server: Implement luci_machine_tokend executable.

It will run on all machines via cron. It will wake up each ~10 min, check
whether it needs to refresh existing machine token, and do it if necessary.

It will also dump information about its run into a status file (as JSON), that
will be picked up sysmon and transformed into ts_mon metrics (most important one
being "time since last successful token refresh").
