Improvements to test quality (wip)

Prefer assertThrows to TestNG's expected exception or try-catch blocks.
This narrows the amount of code that the exception can cover and makes
the test's expectations more explicit. It also removes suppressions of
CheckReturnValue.

Removed suppressions of FutureReturnValueIgnored.

Other minor test clean ups such as parameterizing tests vs looping over
inline scenarios.
