Commit Message

token-server: Implement MintAccessToken method.

It knows how to use signBytes call to generate OAuth2 tokens for service
accounts.

Also remove IAM policy modification code. Turns out it's not useful after all.
The token server's own account can be granted serviceRoleActor role in the cloud
project globally, no need to modify per-resource policy.
