fix #329 - when creating L1 from L2 be sure the L1 ID used is not already used by a feature of another type. When creating ID with shadow feature (feature not yet existing in manage_one_feature, but we already have an ID) hashID keep a track it is not yet attached to a real feature by storing the undef value. Once the feature exists the value will be the ID of the feature. Might be improved by just keeping track in the hash of the presence of the feature when the ID is stored and by rationalizing the hashID information hold
