Listener always takes a Tub

Change the signature of Listener() to reflect this. This ought to be
safe because:

* Listener is not in foolscap.api, so it's somewhat private
* the only place Foolscap creates a Listener is in Tub.listenOn()
* in 0.9.0 Tub.listenOn() stopped accepting Listener objects (it now
  only accepts strings), you couldn't do anything with a user-created
  Listener anyways
