Adds:
 - Gradle build setup, with checkstyle, spotbugs, findsecbugs, spotless, jacoco (reported to COVERALLS), etc.
 - empty example service module, with Docker image creation
 - GitHub workflows:
   - Bootstrapping: runs when new repo created from template to customise
   - cleanup: cleans up when the bootstrapping can't handle
   - CI build: build, test, coverage reporting
   - CodeQL: code quality testing
   - Scorecards: oss best practice checks
   - test scripts: tests the bootstrapping and cleanup scripts
   - version: allows control service versioning.
   - add service: automated way to add new service modules to the repo.
 - Publishes docker images to GitHub packages.
