ui: check redraw every 20ms, not at all-out-full-speed.

Resizing was very laggy, because it queued up a lot of redraw events; but no one can see redrawing at faster than about 20ms. Instead of redrawing as fast as we can, just check whether we need to redraw every 20ms. In addition to reducing the amount of drawing, this also (probably greatly) reduces the number of channel sends and receives, because redraw events aren't set with each mouse motion and resize event.
