Replace Card Service Shim w/ Direct Calls to Card Service

Seriously this is probably a breaking commit; I had to do a blind
merge of two codebases... be careful.

Note that the card service calls require a username and pass environment
variables to be set. Also this will only work on machines that are in
the card service IP ACL list (e.g.: binder.springcarnival.org). Yes,
I'm judging myself for not pulling the vars out to a yaml file. This is
a stopgap while I finish the cmu person gem.
