Commit Message

Create shifts for signups: #67

Add admin user to county and specific positions and add shifts to shift
groups so that shifts will show up as available on the "DAT Scheduling"
homepage for the test admin user.

Next, allow our testing admin user to sign up for shifts.  Right now,
the open shifts don't have the expected checkbox next to them, so the
user can't sign up.
