steveyenMB-18315 - MCP rebalance progress simplified to pindex movements All my other attempts at calculating a more granular progress percentage, such as "just some simple and straightfoward" seq-num arithmetic, ended in chastened, embarrassing (bouncy, over-100%, always-at-100%, always-at-0%, etc) failure. Instead, with this change, we just now divide the number of done pindex moves by the total number of pindex moves.
