A MossHerder will pause ingest of batches across multiple moss
instances, in order to try to keep moss memory usage below a
configured, process-wide memory quota.

In the current design, memory usage can still burst above the memory
quota limit before the MossHerder kicks in with its pausing, which
should allow persistence (and hence eviction out of memory) to catch
up.
