Auto merge of #88 - ligthyear:fix-icu, r=ligthyear

Add latest ICU

This PR adds a small script to download and installed latest ICU (currently: version 57 from Mar 9th 2016), which is executed on every travis build. This allows us to ensure we have always the latest needed version of it running and ensures we have the same running on all platforms: vagrant, travis and docker!

Secondly, this is part of a bigger refactor, which takes the Dockerfile out into its own repo and makes it available as a pre-compiled image for other to fetch and reuse. That brings the added benefit that deploy should go faster now, as we supply more commons (requirement.txt, ICU and potentially other things) right out of the box rather than letting the user reinstall them every time.
