Layout: improve diagnostics for type errors in encode calls

If the module is doing the type checking it can at least tell the user
in the message what property has an invalid value.  This could be
retrofitted in type errors caught by the underlying Buffer operations.

In support of this add a helper to the unit tests that verifies the
throw exception not only matches the expected type but describes the
expected failure.  In the previous commit a TypeError was generated not
because the property value was incompatible but because no buffer was
provided for the encode destination.
