Allows "action" to be a karg or an explicit URL

Today, the function nextboot.Run() expects the first parameter to be the
name of a karg, which will contain an action URL. We would like to
experiment using epoxy_client on virtual nodes, which currently have no
configurable kargs. This commit should allow virtual nodes to run
epoxy_client, passing and -action flag value with a static URL instead
of a karg.
