Implement rough draft of queue.

Using `EventEmitter`. Essentially, the Turnstile will queue events, then
acknowledge when an event has been performed. The current implementation
is probably too flexible. It does both waiting on batching and
dispatching after batching, and at this point I'm only really interested
in the dispatching.

Closes #6.
