Better handling of thread under specific circumstances (VM under Windows...)
enable_sleeping() called just before running ioloop if bacpypes allow better handling of threads.
Problem was a timing issue that made the stack unable to send a message the first time... then sending it twice to the stack... which caused weird troubles.
