remove babel-eslint as parser from standard config

babel-eslint is archived now: https://github.com/babel/babel-eslint
Using it gives errors from inside the package (about it `require()`-ing some
modules instead of `import`ing them).

Using the newer @babel/eslint-parser also gives errors. So, why not just remove
this and stick with whatever standard uses?
