Fix page tree w/ empty page contents and language-aware adding of new page contents (#7405)

* Fix:		Avoid move plugin failure for plugin with many descendants to a low target position
* Fix:  Probable cause of occasional plugin saving failure, tree corruption for highly nested plugin trees
* Add:  test last_plugin_position dependent on order of plugin creation
* Fix:		Admin add page button will create the page in the selected language.
* Fix:		Empty page content cannot have conflicting urls
* Fix:		conflicting translation validation does not fail when `get_title_obj` returns `EmptyPageContent`
* fix:	delete page deletes all languages
* add changelog entry
