build: bump minimatch and gulp-if (#7416)

Bumps [minimatch](https://github.com/isaacs/minimatch) to 3.0.4 and updates ancestor dependency [gulp-if](https://github.com/robrich/gulp-if). These dependencies need to be updated together.
