Add ability for users to use their own templates instead of the defaults provided by exrm_deb

If there's a user-generated file available in ./rel/exrm_deb/templates, then use it instead.

Sort out some missing applications that should be loaded at startup

Add a template generator for exrm_deb templates

Improve copy when warning user about overwriting files.
