Use existing Docker container when possible to prevent redundancy (#742)

* Initial commit of new start_docker.sh script

* Require start_docker.sh to use existing container when possible to avoid clutter

* Bump Docker version to v0.4.2

* Update redirection to ensure it works on Windows WSL too

* Update developer docs so user now updates VERSION in start_docker.sh

* Simplify recreation logic of Dockerfile

* Documentation
