In addition to enabling deterministic builds when running in GitHub Actions CI, also enable it when locally building a Release. This is because I usually upload local Release builds to NuGet, and the only downside is that debuggers don't work with deterministic builds, but I don't debug Release builds, I only debug Debug builds anyway.
